Lightweight cross-app navigation footer for content pages that lack one (leaderboard, help, catalog, play lobby).

Purely presentational — no client JS ships unless the page hydrates it. The caller resolves cross-app URLs (see buildEdgeAppMenuUrls) and passes a short, curated link list plus already-translated labels.
